Ramsey Alwin is President and CEO of NCOA.
Alwin is a thought leader and policy advocate who challenged outdated beliefs and pioneered new solutions to tackle financial resilience as we age. Through her work, she has changed the way people perceive senior poverty and economic security.
Alwin has designed a new measure of economic security for the elderly that better accounts for direct health costs and shatters the myths surrounding poverty among the elderly. She worked to introduce the Measuring American Poverty Act to Congress to redefine the federal measure of poverty to better reflect the cost of living of seniors.
Thanks to Alwin's efforts, the US Census Bureau officially implemented the nationwide supplemental poverty measure, nearly doubling the number of seniors and better demonstrating the true needs of this population. Alwin has also led and organized efforts to enact national and local legislation and regulations using the new economic security measure for income / asset eligibility for means-tested programs.
Prior to returning to NCOA, Ramsey was Director, Thought Leadership - Financial Resilience at AARP, where she worked to position AARP as a global leader in challenging outdated beliefs and creating new solutions related to financial resilience and longevity, so people can choose age.
Prior to his role at AARP, Alwin was Vice President of Economic Security at NCOA, Director of National Economic Security Programs at Wider Opportunities for Women, and Director of Program Services at the National Association of State and Community Services Programs.
Earlier in his career, Alwin demonstrated a proof of concept in economic case management with over 20 community organizations and 5,000 seniors and developed A Plan to Increase Economic Security for Seniors: Reauthorizing the Elderly Americans Act. She led a foreclosure mitigation initiative that provided cost-effective services to thousands of homeowners with home equity conversion mortgages, allowing them to stay in their homes.
Alwin has been featured in major media outlets, including the Wall Street Journal and the New York Times, and has testified before Congress.
Alwin holds a BA from Simmons University and an MA from the McDonough School of Business at Georgetown University.
